Namecheap - one of the best :)
I've been using Namecheap Hosting (via their Web-Hosting.com brand) for a few months (I was one of their first customers) and I'm very happy with the service provided.
Customer service is quick, the package limits are generous (although somewhat small compared to the unlimited hosting - but nothing in this world is unlimited).
I don't think I've experienced any downtime in my time with them yet.
Set up is quick, and you're able to start instantly.
